Ukrainian President Volodymyr Zelenskiy signed a decree yesterday offering citizenship for foreign fighters and those fleeing political persecution in an apparent response to previous Russian offers of „fast track” passports for residents of eastern Ukraine.

According to Reuters, the offer of citizenship would apply to „Russians suffering political persecution, and also to foreigners who fought on Kiev’s side in the conflict in eastern Ukraine.” Applicants would need to provide documentation from the Ukrainian foreign ministry or consulate attesting to the validity of their claims.

Since taking office in April, Zelenskiy has prioritized ending the conflict in the eastern Donbass region, attempting to reduce tensions by delivering his inaugural address in Russian, engaging in dialogue with Putin, and even calling for a resumption of peace talks last week after four soldiers were killed by Russian shelling in the region. Russia had previously offered passports only to rebel-controlled parts of eastern Ukraine, but expanded the offer to include additional areas in the country last July.

It is now up to the new Ukrainian parliament, dominated by Zelenskiy’s Servant of the People party, to determine how the proposal will be enacted.

In response to Pakistan’s complaint to the UN Security Council regarding India’s actions in Jammu and Kashmir, Poland, as Acting President of the UN Security Council, has indicated support for resolving the issue on a bilateral basis.

In an interview with World is One News, Poland’s ambassador to India, Adam Burakowski, emphasized Poland’s desire for both India and Pakistan to “work out a mutually beneficial solution bilaterally. Like the European Union,” Burakowski added, „we are in favor of a dialogue…”

Last week, the Indian government revoked Jammu and Kashmir’s special status under Article 370 of the Indian constitution, a move Pakistan claims violates international law. In response to Pakistan, UN Secretary-General António Guterres appealed for „maximum restraint” and referenced the 1972 Simla agreement, which states that „the status of Jammu and Kashmir is to be settled by peaceful means.”

Since the partition of India in 1947, the two countries have fought several wars over the disputed territory. Pakistan reportedly responded to India’s actions by announcing it would halt trade with India and expel their top diplomat.
